300tdi wont rev ~(help)

hello there
can anyone help i have a 300tdi disco 1996 170000 on clock ,
it wont rev above 2500/3000 rpm, its like the rev limiter has just kicked in , also there is smoke black/grey and only at 2500/3000 rpm
on tick over its lovely sounding engine . and no probs up to 2500/3000 rpm but will not go over this .
have looked at the turdo pipes
turbo is spinning
replaced the hose from fuel pump to turbo
swaped lift pump 4m another 300tdi and back again
removed intercooler pipes ( no blockage)
removed air box (new filter)
new fuel filter
checked bottom pulley wheel (no play)
checked valve clearnce (0.20)

has any one any ideas before i buy petrol for it (lol)

Have you checked the wastegate and EGR valve?

Try it without the air filter, I had one that kept collapsing and blocking the air at speed. Also check the tank fuel pick up pipe for blockage or air leaks.

hello again thanks very much for the replys , going bald , pulling my hair out at this stage
have took off air filter (new) from the back of the turbo and from the top of the air box , no different
when i start it up it revs to 4000/4500 no probs
but 3seconds later the revs drop to 2500 ish and smoke

the waist gate seems to be free when i took of the actuatior
have replaced the pipe to the top of the fuelpump to the turbo (vacuum pipe~)
started this morn 4000/ 4500 rpm 3seconds later 2500 and smoke . like revving out

blocked off egr valve yesterday as i thought it was that . but no
no change
any ideas ??????????????????????????????????????????????

PROBLEM SORTED A FUEL FILTER

THERE HAD BEEN A NEW FILTER 1MONTH AGO BUT I DID PUT IN INJECTOR CLEANER ,
AND MAYBE STIT FROM TANK BLOCKED IT
