TD5 rear seat stuck

I have a problem with the double seet behind the driver, i can fold the back part forward but i cant lift and fold the base forward. The single seat works fine.

So far i have tried pulling / pushing the leaver, WD40 the lock, sitting on the folded seat and trying and just plain swearig at it but the locks will not disengage.

Any ideas before i start trying to take it apart - ie where do i start taking it apart ? I notice it has two locks - one at each end.
