You have any electrical clutch on the A/C compressor to engage the pump.
try unplugging it, to see if it stops.

On mine the noise was related to the glowplug circuit. All normal.

If you were asking me tht question Johnq then the answer is that the glowplug circuit comprises of the circuit timer and 4 glowplugs (one for each cylinder) and an orange/light light on the dashborad.
When you turn the ignition on, a light comes on the dashboard and stays on for about 5 seconds (dependant on temperature) and when it goes out, this indicates that the glowplugs have warmed the engine sufficently for a good clean start to occur. It's an engine start helper.

i understand the glowplug system, but another listen ,and it is definately comeing from around the air con pump area, possibly nothing to worry about ,but as my air con isnt working i thought i would ask, especially before i get the system pumped up.

Not sure if this is the case with late TDI's , but on my early TD5 there is a little fan under the dash that makes this buzzing sound when the ignition is turned on , I think it must feed some air into the climiate control for purpose I dont know . It annoyed me enough to want to get it fixed until I found out the part was 50 quid .. so lets just say that now I am used to it and dont notice it so much , but will probably woof one off a breakers when I remember and find one.

Its probably the interior temp sensor, that has a fan on it. Located behind the little grille by the headlamp levelling switch. If you remove it and give it a clean, it will most likely "quieten" it down.......as they get dirty / dusty they go "out of balance" and make more noise.
Worth a try ;)

Mine makes a definate buzz when the air system is turned on without the engine running. The ABS also makes a kind of alternating bleep sort of sound.... every Discovery 2 I've come across does the same things. :) As long as it works eh!
