Discovery Key Fob

I just purchased a 2003 Discovery SE. Neither of the key fobs are working. The light on the fob comes on when depressing the buttons but does not lock or unlock the doors. I have not replaced the batteries in the fob yet primarily because the light comes on when pressing. Where are the electronis that receive the signal to unlock and lock?

I beleive the receiver unit is in the headlining somewhere .

The receiver is above the headlining... between the rear sunroof and the boot door.

Thanks. Are there any other components/lockouts that would prevent the key fob from working. I did check the batteries and thay are ok.
