round up the usual suspects
ad-aware
spybot
avg free
from www.download.com
run them and see what happens, sound like a program that wants you to stay connected to the web but either stops you running other programs or uses so many resources that you can do nowt be stay connected
a more clever person will answer your question better

sounds like a virus, so many going around at the moment it could be one of thousands, try http://www.symantec.com/techsupp/ the creators of Norton, they might have the solution. There are various virus spesific free downloads on the site that gets rid of the bug.
Good luck

It doesn't sound like a virus to me. Most viruses will prevent the pc getting onto the internet once it is infected, as it is fromthe internet that a lot of the clean-up tools can be obtained so it is in the viruses interest to keep you off the internet. Likewise they usually force any installs to bomb out incase you are installing a clean-up or protection utility.
Does the machine run normally when you are not conencted to the internet?
You could open IE without connecting to the internet and waiting to see if the problem re-appears. If it does then it is either IE that has got screwed or something else is screwed which comes into play when IE is fired up.
Dr Watson should leave a report file somewhere on your hard disk, if you can find it (do a file search for something starting drw*.*) that will tell you where the conflict is, or what the component is that is failing.

spoken to soon  as its away bonkers again. nothing in windows works. as long as i stay on line and touch nothing of windows its fine but as soon as i touch, it freezes :(
You have the sasser virus.
First thing to do is to download the microsoft sasser vulnerability patch. You can search for this in the Microsoft site.
Then you can do a google search for mcafee + stinger. this is a removaltool which should sort it. Some cases are particulalry clingy, andtheonly way I've found to get rid of it is to install XP service pack 2.
