IRD Transfer box oil cooler blocked?

Can anyone help ive just purchased a recon transfer box and wanted to know if its ok to use with the cooler not conected (as theyve been blocked , looks like putty of some sort)

The cooler would not be there if it was not needed,bearing in mind the known issues with IRD's I think the best thing to do is to ask your supplier for another unit and an explanation as to why it was blocked in the first place.
