Firstly, have you checked with your insurance company that they will accept this modification/fitting, as the sale of steel/hard "front protection devices" was banned in the EU some time ago?

Fitting will require you to remove the complete front bumper, and with some kits the fitting of rivnuts to the inner cross beam. You will need the fitting instructions for the measurements of those fittings and for the cuts in the bumper.

Saw this on "Landyzone" hope the origional poster dosnt mind me borrowing it.
It's sadly illegal to fit steel bull bars to a vehicle that doesn't conform to EU laws since May 2007 (Directive 2005/66/EC). This is motor vehicles categorised as M1 (a passenger carrying vehicle not exceeding 3.5 tonnes and not more than 8 passengers) or N1 (a goods vehicle not exceeding 3.5 tonnes).

NB: Operators of vehicles already fitted with these devices before this date as original equipment will not be affected.
NB: It would be unwise for anyone to pretend their freelander came with steel (hard) bull bars out of the factory, as they didn't.
NB: Max fine £20,000/12 months in prison.

    Do I understand you correctly?

Despite being informed by two posters that fitting the bar is illegal, you are still going to do it?

I emailed the DoT to get the information directly from them, they came back quite quickly!
I have copied and pasted the document below.

    ------------Information Sheet------------
    May 2010

    Bull Bars

    Statement
This document provides general guidance and advice on the legislative requirements in Great Britain relating to bull bars fitted to vehicles. Every effort has been made to ensure that it is factually correct but recipients should check with the producers of this document if they are unsure about the validity of a particular regulation after the date of publication or if they have reason to believe any part is not correct or is now out of date.

    General Requirements
It is not illegal for vehicles to be fitted with bull bars, although the Department would not recommend their fitment unless it has been shown, through compliance with specified safety standards, that they do not pose an additional risk of injury to pedestrians or other vulnerable road users.

There are no plans for legislation to require bull bars that are already fitted to be removed. However, since 25 May 2007, it has been an offence for bull bars that have not been approved as compliant with those safety standards to be sold. Approved devices will carry an indelible ‘e’ mark (example below).

NOTE: The information in this document is a summary of the Departments understanding of what the law requires. However, ultimately the interpretation of the law is a matter for the courts based on individual facts of any particular case. You are therefore advised to consult the relevant legislation and, if necessary, seek independent advice.

    --------
This is straight from the Department of Transport so hope this makes things clearer. I have a bull bar and spot lights that I would like to fit to my 1999 flander, but wanted to make sure on legalities.
If anyone wants the document emailing to them let me know, or if anyone knows how to attach a word doc on here let me know (only done photos before).
    Thanks

    HOWEVER
before you even start check with your insurance company about the fitment, many will not cover them.

As Graham says, and, that document from the DoT only states that to be legal, the bars have to be 'e' marked. It says no more than that. It can be that any metal type is automatically non-approved.
You need to check with the seller before parting with any money.

Sunnybryn69 - is the one you have bought approved, or have you wasted your money buying something that cannot be legally fitted?
    Please let us know.

It looks very good in situ, but why are you so reluctant to answer the question concerning its legality?
I am sure there are other Frelander owners here who are interested to have an answer before considering purchasing the same type as you.

This is something that I see often enough, just like window tints or mis-spaced number plates, people like them enough to take the chance on getting pulled and told to remove them.
As for Bull bars, on vehicles registered after the 2007 legislation it would be a definite no no but for vehicles before I guess you just have to hope your not asked to prove it was fitted before 2007.
It does look pretty good and I suppose sunnybryn is prepared to take the odds. I may have done the same at one time although with a second hand one rather than a shiny new one!
I'd be interested to know what exactly happens if the Plod question such a case, could you say it was on when you bought the car or would you have to have proof?

I must admit I don't see the point of blinging up a Freelander with a bull bar unless it is approved.

I would like sunnybryn to confirm that what he has fitted is 'e' marked and therefore legal. If it is....... thereby letting other potential buyers reading this thread know it is OK to purchase and fit legally.

Having started the thread, I think it is only fair and decent of him to tell us the situation. His apparent lack of willingness to reply leads me to believe that it is probably not a legal addition. I hope he can confoirm otherwise.

Oh I don't think for a minute that it has an 'e' mark. I imagine to get approved it has to be one of the absorbent 'nudge bar' type and definitely not an old style metal Bull bar.

Again it's our crazy legislation that causes confusion and allows people to use them when really they shouldn't. For safety's sake it would be far better to outlaw them altogether retrospectively. The current situation is harder to enforce so some people will be happy to take the chance.

The legislation is clear enough, they're not to be fitted after 25 may 2007

Agree with you on the retrospective point, Chaser. A few moans and complaints from certain parties, then it is all forgotten and history.
