If you can get underneath the LR have a look at the back of the turbo housing. There is a short rubber/silicone pipe running from the turbo down into more pipework. They tend to slip off at the turboside causing the symtoms you describe. I fitted a reinforced radiotor type hose with clamps to our Td4 which solved the problem.

Not a TD4 but the Rover L Series... Had one fitted to my old mg.. Did exactly the same, turned out to be a sensor that was cutting the revs! This took them 3 weeks to diagnose!
